Problem Statement: At the time of Installing Oracle APEX, when I fired the @apexins APEX_SPACE APEX_SPACE TEMP /i/ command, I got the below error.
SQL> @apexins APEX_SPACE APEX_SPACE TEMP /i/ ...set_appun.sql
PL/SQL procedure successfully completed.
...set_ufrom_and_upgrade.sql
PL/SQL procedure successfully completed.
PL/SQL procedure successfully completed.
Performing installation in multitenant container database in the background. The installation progress is spooled into apexins_cdb*.log files.

Installation completed. Log files for each container can be found in:
apexins_cdb*.log
You can quickly scan for ORA errors or compilation errors by using a utility like grep:
grep ORA- *.log grep PLS- *.log
Solution: For solution of the above error, follow the steps as shown below:
Step 1: Connect to the Oracle Database and run the below command
SQL> select name,open_mode from v$pdbs;
The output will be as shown below
NAME OPEN_MODE
---------- --------------------
PDBORCL MIGRATE
Step 2: Run the below command to shutdown the database
SQL> shutdown immediate;
The output will be as shown below
Database closed.
Database dismounted.
ORACLE instance shut down.
Step 3: Check the status of the Pluggable Database, for that run the below command
SQL> STARTUP;
Thus, we will get the output as shown below
ORACLE instance started.
Total System Global Area 788529152 bytes
Fixed Size 2929352 bytes
Variable Size 541068600 bytes
Database Buffers 239075328 bytes
Redo Buffers 5455872 bytes
Database mounted.
Database opened.
Step 4: Now run the below command
SQL> select name,open_mode from v$pdbs;
The output will be as shown below
NAME OPEN_MODE
---------- --------------------
PDBORCL MOUNTED
Step 5: We need to start the pluggable database in upgrade state for which run the below command
SQL> SHUTDOWN IMMEDIATE;
The output will be as shown below
Database closed.
Database dismounted.
ORACLE instance shut down.
Step 5: Run the below SQL command to upgrade
SQL> STARTUP UPGRADE;
The output will be as shown below
ORACLE instance started.
Total System Global Area 788529152 bytes
Fixed Size 2929352 bytes
Variable Size 541068600 bytes
Database Buffers 239075328 bytes
Redo Buffers 5455872 bytes
Database mounted.
Database opened.
Step 6: Run the below command to upgrade the pluggable database
SQL> ALTER PLUGGABLE DATABASE ALL OPEN UPGRADE;
The output will be as shown below
Pluggable database altered.
Step 7: Now run the below command
SQL> select name,open_mode from v$pdbs;
The output will be as shown below
NAME OPEN_MODE
---------- --------------------
PDBORCL MIGRATE
Thus exit the window by running the below command
SQL> exit;
