Requirement: Let us assume we have a Interactive Grid. If there is no data to display in the Interactive Grid, by default it is displaying an empty row as shown below.

Now, the requirement is to display the Interactive Grid as below. Basically, if there is no data to display, it should not display an empty row, instead it should simply display “No data found” message.

Solution: The solution to the above requirement is very simple.

Click on the Interactive Grid (Employee Reports) > Click on the Attributes > Make sure to Turn Off the Add Row If Empty property (or make Add Row If Empty property as No in older APEX version less than version 20.1)

Hence, the solution to our requirement.
